Online calling cards (phone cards) are easy to use.  The soldier’s family members don’t need to waste the efforts remembering, finding and dialing the PIN code, because the card can save up to 6 numbers they’d be dealing from - you can always refill the same card and use (but don’t enter) the same PIN code

Good for calling Kuwait, e.g. - you don’t need to worry about not being called again, because the card can be refilled automatically (SSL Safe, VeriSign, HackerSafe trusted). While it is disputable whether the mission of the US Army in Kuwait is peaceful or profitable, the US soldiers can use such a simple and, at the same time, useful thing as a calling card to relieve the deprivations of war time.

Check if there are finance charges in the financial transaction. You can pay for calling cards by all the traditional methods. Sometimes there is a financial charge - for example if you are buying a $20 card there is no point in paying a $15 charge for the privilege of paying for it by wire transfer. Do not buy low value cards if there is a finance charge. You will not be getting bang for your buck.
